Yes, there are lots of threads here, and lots of warnings.
1&1 have to be the worst registrar I've encountered in the last 13 years.
The trouble is that they do quite a lot of advertising to get new customers. I'm pretty sure they don't get many repeat customers.

Never ever use 1and1 even if they pay you to. It is just not worth the aggravation it costs you.

Why don't they get investigated and shut down?

1&1 is the worst registrar along with enomcentral.com 0.99 price is the trap to lure people to register with them. Once you are in it is difficult to get out..
1. They don't immediately register available domain but take hours for it.
2. Making transfer your domain is almost impossible. You have to pay heavy fee to transfer a domain and the process is very complex.
3. If you argue with them, they will threaten you with legal action.
4. Once you provide access to your credit card, they will arbitrarily charge your CC.
If you ask my advice I would suggest Name.com, Godaddy or Enom.com. they are not only cheap but also have excellent customer service.
Domainers should never hold their portfolio with this registrar.

For years they were one of the cheapest .com registry, then they raised their price by 40-50%. At the time of the increase their customer service was AWFUL so their expensive pricing had crappy customer service. I moved over 200 domains from their registry to another registry. The process at the time SUCKED because of their clunky dashboard.
