It already knows exactly when the domain will drop some days before.Then when the domain drops it will send registration queries hundreds of times a second maybe.

The one hour timeframe where a .com or .net drops is always the same.
When exactly during that one hour timeframe the domain drops is more difficult to know but some backorder companies can guess this and should know more less when it will happen. Maybe they will be off some minutes. During the drop they might be able to make even more accurate estimates when the domain will drop. The guess will never be 100% accurate.
