Within a medical context there should be no connotations or even provoking of negativity, so IMO this could be taken two (contradictory) ways:
  1. "Safer" is generally taken to mean "safe", but human nature can cause worry to change perspectives, imo even "SafeTransplants" carries a thought of "well, why wouldn't it be safe, why mention it at all?". So for some people it might not provide a definitive meaning and be potentially taken as "better than a lesser but not necessarily 100% safe"
  2. It can be taken as positive when viewed in a simple "good/bad" perspective - in that others are potentially bad, this one is good (safer). "Safer" things are generally taken as safe

That debate aside, who would you sell it to? Transplant companies are large so while that potentially means good money, are such operations available private with companies who would use this domain (ie non .gov, .nhs etc)? I think most/all have a brand name, like Bupa.

In conclusion, it's not a bad name, of course good keywords, but I'm not convinced you'll find a buyer given the specific context. Maybe do some outbound to the private companies, like Bupa etc. I think the name carries feasibility to get 3 to even 4 figures with a big corp (who like keyword domains), but I also do think it's potentially going to be a tough sell.

This is all my opinion and in this case is subjective/debatable.

Good luck :)

Thank you very much @james haw for your answer :) You provided some interesting thoughts about this. To answer credible question about who the potential end user might be is not really so easy for me, although I usually think in advance who the ideal end user might be.

One idea I had in mind is that word "safer" is usually used for comparison to something, so I guess SaferTransplants.Com might be used for site which is showcasing some transplantation products..like some type of silicon transplants for women (few years ago I remember story here in Europe that some breast transplants (silicons) were not really safe. Hundreds of women who had surgery and surgeons used those bad products were asked to go for check-up to hospital, and many of them had to have those transplants replaced). So in such atmosphere that site might be successful to promote some better products. Maybe some others will also have some idea.

That is a great suggestion about contacting companies like Bupa, thank you!
