We have a number of domains registered with a great registrar - however, in their terms and conditions, under Acceptable use guidelines 2.1.4. it says:

You may not use the Services: to transmit any unsolicited or unauthorised advertising or promotional material or any other form of similar marketing material, also known as SPAM or Unsolicited Commercial E-mail (UCE)

Does that condition/rule actually mean that we are not allowed to register domain names with that registrar and then contact companies that we feel could benefit from owning the domain?

What is the registrar? So I can never register a domain with them.

Yes, they do not allow spamming, this is common knowledge, they could essentially suspend your domains.

If it is a GTLD, they have stronger wording in some of their contractual framework.

it basically says that one cannot use their services/website to send SPAM/UCE.

Any "personal" marketing or mailing (eg not using their services for that marketing) is completely external from them, so consequently there is no breach of anything.

I just checked with them via CHAT, are they are 100% fine with us contacting companies (1 by 1, with opt-out option etc.) with relevant offers.

Again, they confirmed the marketing is external from them. We are also bringing them more clients, as the buyers set up accounts with them for the internal push/change of ownership.

You just have to follow the Can-Spam Act, make sure not to violate any of the rules on sending bulk email.

I think they just add that in to somewhat release themselves of liability if you get sued and then potentially try to sue them.
